The Dutch vehicle authority, the RDW, announced on Tuesday 3 November that it had assessed and approved the changes requested by Tesla: the system will be called &#8220;Tesla Assisted Driving&#8221; in the car, and its speed offset will be capped and reset to zero every time the car starts. That is the 10% cap Germany had obtained from Tesla before backing an EU-wide approval.<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>What the RDW says<\/strong> (Dutch vehicle authority), 3 November 2026<\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;The driver can set a speed margin: a percentage by which the system may deviate from the applicable speed limit if necessary for safety and traffic flow. This margin was +50% and is now being limited to a maximum of +10%.&#8221;<\/p>\n\n<p class=\"wp-block-paragraph\"><em><a href=\"https:\/\/www.rdw.nl\/en\/news\/2026\/rdw-approves-changes-to-tesla-driver-assistance-system\" target=\"_blank\" rel=\"noopener\">Read the RDW announcement<\/a>.<\/em><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">What changes in the car<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The name.<\/strong> &#8220;Tesla Assisted Driving&#8221; (TAD) will appear on the in-car display, in the manual and in all other information for the driver. Tesla has been using it on its European websites since 8 October.<\/li>\n\n<li><strong>The speed offset.<\/strong> It drops from +50% to a maximum of +10%. On a French motorway limited to 130 km\/h, that means 143 km\/h at most, against a theoretical 195 km\/h with the old setting (Tesla Mag calculation).<\/li>\n\n<li><strong>The default at start-up.<\/strong> Every time the car starts, the offset goes back to 0%, and other speed-related functions are disabled by default. The RDW does not say which ones.<\/li>\n\n<li><strong>Cars concerned.<\/strong> Teslas equipped with Tesla Assisted Driving and hardware version 4.0 (HW4) or later.<\/li>\n\n<li><strong>The update.<\/strong> It will arrive over the air, like other software updates. Neither the RDW nor Tesla has given a date.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The way the system works does not change, the RDW stresses: it remains a driver assistance system, and the driver remains responsible. The authority says it checked how the changes were implemented and how the system behaves as a result, and found no adverse or unintended effect on the car&#8217;s driving behaviour.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why it is a step towards EU approval<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Speed was the sticking point. At the EU meeting of 5 May, two member states raised concerns about this &#8220;speed offset&#8221;, according to the Commission&#8217;s minutes. On 6 October, German Transport Minister Steffen Bilger announced an agreement with Tesla limiting the offset to 10% and pledged to push for a quick approval across Europe. The name &#8220;Full Self-Driving&#8221;, which Berlin found &#8220;somewhat misleading&#8221;, is also leaving the screens. Both German requests are now written into the Dutch approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the RDW, these are &#8220;minor changes&#8221; requested by the manufacturer: the type approval remains valid, under the same conditions and for the same use. The authority has informed the nine states that accepted it on their territory: Belgium, Croatia, Czechia, Denmark, Estonia, Latvia, Lithuania, Slovakia and Slovenia. Together with the Netherlands, ten European countries therefore allow the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the rest of the Union, the process continues within the EU&#8217;s Technical Committee on Motor Vehicles, which needs a qualified majority: at least 15 of the 27 member states, representing 65% of the population. Its discussions are confidential, the RDW recalls, and it does not comment on them. No vote date has been published. Italy joined Germany on 29 October in <a href=\"https:\/\/www.tesla-mag.com\/en\/tesla-fsd-italy-salvini-eu-approval\/\">calling for a swift approval<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What it means for owners elsewhere in Europe<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The system is still not allowed in France, Germany or Italy. France&#8217;s transport ministry has been testing it on the road since 2 September; its written answers to our questions are pending.<\/li>\n\n<li>Wherever it is approved next, it will be in this version: a 10% offset at most, the Tesla Assisted Driving name, and the driver responsible.<\/li>\n\n<li>Teslas with HW3 hardware are not mentioned by the RDW.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Country by country, what remains to be obtained is detailed in <a href=\"https:\/\/www.tesla-mag.com\/en\/tesla-fsd-europe-28-governments-answers\/\">our report on 28 European governments<\/a>, and the Czech transport minister told us <a href=\"https:\/\/www.tesla-mag.com\/en\/czech-republic-fsd-interview-ivan-bednarik\/\">how Prague recognised the Dutch approval<\/a>.
